A liability that results from a non-exchange transaction. It is a liability incurred by an entity without directly receiving any value or equal value in return. These include liabilities arising from taxes, transfers (whether cash or non-cash), such as grants, debt waivers, fines, bequests, gifts, donations, and goods and services in-kind.
The amounts imposed in the past for incurring non-exchange liabilities are typically referred to as past entry prices.
